    State lawmakers have advanced a bill that would keep local governments from enacting bans on plastic bags in their communities, outraging coastal residents and environmentalists.

    In August 2016 SCDHEC formed a Work Group to review specific areas of the “South Carolina Solid Waste Policy and Management Act of 1991”. The Work Group consisted of 19 members representing public landfill owners, private landfill owners, private legal counsel, environmental advocacy and state regulatory agency. 


    The proposed revisions to the Solid Waste Policy and Management Act (with changes in underline/strike-through) are posted here

    The South Carolina Solid Waste Management Act (Act) work group that was formed in August 2016 is continuing to review and propose edits to the Act.


    The Act has not been revised substantially since it became effective in 1991, despite the evolution of industry standards and practices, and other factors that impact the program. 


    The work group anticipates having a final draft by the end of November 2016.

    EREF and SWANA to Collaborate on Research, Education and Awareness

    The Environmental Research & Education Foundation (EREF) and the Solid Waste Association of North America (SWANA) have signed a memorandum of understanding (MOU) that outlines the intent to conduct various collaborative efforts, including: data aggregation and similar applied research efforts of mutual interest, joint fundraising activities to fund research efforts, increased collaboration regarding industry education and enhancing the awareness of both organizations. The MOU will enable EREF and SWANA’s Applied Research Foundation (ARF) to support and complement each other’s efforts, with ARF focusing on applied research and its application to today’s solid waste management issues and EREF’s focus on more basic research conducted by some of the nation’s top universities.

    As the latest New Source Performance Standards (NSPS) take effect later this month, many landfills will be regulated on their gas emissions for the first time.


    Others will be mandated to run their gas collection systems significantly longer. Operators will have to move fast to come up with capital, and to figure out just what they have to do, to comply.

    While recycling old electronics is a viable option, the fastest and easiest method to get rid of old tech is to donate it. Ask around – many students and schools are in need of functioning computers, no matter how old. A family member or friend may know someone who needs one. The National Cristina Foundation is a great resource for finding local areas that technologies can be donated to.
