Welder/Fabricator/Mechanic

Maintenance Department

Salary Range: $33.04/hr - $68,727 annually

Under general supervision, is responsible for welding, hard facing, and fabrication as well as working on construction equipment and maintaining a construction & demolition shredder on the landfill. The position requires outside work as well work inside of the shop. The position requires filling out daily work sheets which document work completed and parts used. Must have hand tools to perform work. Reports to the Maintenance Manager and will be required to stick and mig weld proficiently in all positions.

Must be a high school graduate or equivalent with a minimum of 5 years experience with welding and fabrication along with mechanic skills.

Salary will be based on experience.

College Scholarships

In order to prepare the next generation for the environmentally and economically sound practice of solid waste, SWANA has developed several scholarship and internship programs for students studying in fields related to solid waste management.

SWANA typically distributes $20,000 to $25,000 a year in four to five scholarships through this effort in three categories:

Category 1 award – high school senior entering junior or four-year college/university – any field of study.
- Must have a SWANA member as a sponsor.
- Submit their application to the Chapter where their sponsor is a member.
Category 2 award – university junior or senior studying something that has potential for a career in solid waste management. Please note that this is not strictly a science and engineering requirement.
- Must be a SWANA student member or have a SWANA member as a sponsor.
- Joining as a SWANA student member is free. They are encouraged to join the Chapter where their school or university is located and submit their application to that Chapter.
- If submitting under the aegis of a sponsoring SWANA member, student should submit to the Chapter where their sponsor is a member.
Robert P. Stearns/SCS Engineers Scholarship – graduate student studying environmental science, engineering or other field related to solid waste or resource management.
- Must be a SWANA student member or have a SWANA member as a sponsor.
- Joining as a SWANA student member is free. They are encouraged to join the Chapter where their school or university is located and submit their application to that Chapter.
- If submitting under the aegis of a sponsoring SWANA member, student should submit to the Chapter where their sponsor is a member.

Each of the applications for these three categories should be submitted to the SC SWANA Chapter by May 1, 2024.

Solid Waste Professionals Receive Accolades from Maryland Governor

SUBJECT: SWANA & Glad Sanitation Workers Support Fund

SWANA today announced our partnership with Glad, maker of trash bags and plastic food storage containers, to establish a Sanitation Workers Support Fund to provide financial assistance to front-line solid waste and recycling collection workers in the United States and Canada adversely impacted by COVID-19. Glad has generously provided $200,000 to the Fund, to be administered and distributed by SWANA. We ask that you please share this information within the Chapter and via any other appropriate networks. The application website is available here.

Front-line solid waste and recycling collection workers will potentially qualify for assistance if they: (1) have tested positive for COVID-19; (2) were laid off because of COVID-19 and continue to be unemployed; or (3) if an immediate family member was a front-line solid waste or recycling collection worker and passed away as a result of the coronavirus. Individuals directly impacted by COVID-19 by testing positive for the coronavirus or who lost their job due to the coronavirus and are currently unemployed can receive US $500. Immediate family members (spouse or minor children) of a solid waste and recycling collection worker who died due to COVID-19 can receive US $2,500.

SWANA will begin accepting applications to the Fund on May 1, 2020. Applications will be processed on a rolling basis and will be accepted until the fund is depleted. According to published reports, hundreds of solid waste collection workers in the United States and Canada will be eligible for the fund. There will be a limit on the number of applications approved from any specific state, province, or country, to ensure funds are distributed in an equitable manner across different locations. SWANA membership is not required to be accepted as a recipient.

Glad’s contribution is part of their broader effort thanking sanitation workers for the essential work they are doing during the COVID-19 pandemic. Glad will be running advertising on broadcast media throughout the United States beginning May 6, and social media ads are expected to start later this week.

Essential Workers Bill of Rights

SUBJECT: Essential Workers Bill of Rights

On April 13, United States Senator Elizabeth Warren (D-MA) and Representative Ro Khanna (D-CA) unveiled a proposal for an “Essential Workers Bill of Rights” to protect frontline workers during the Coronavirus pandemic. The lawmakers have called for the next Congressional Coronavirus relief package to include these policies.

Though several essential worker groups are explicitly cited in the announcement, solid waste management is not. SWANA intends to contact the offices of Senator Warren and Representative Khanna to seek clarification that solid waste workers, deemed essential by the U.S. Department of Homeland Security and all state emergency orders, are included in their proposal. These efforts do not reflect support of the proposed Bill of Rights or any subsequent legislation. SWANA is seeking out the Biggest Safety Improvement and Best Safety Innovation in the industry to honor with a 2020 SWANA Safety Award. Submissions are now being accepted online through Friday, June 26, 2020.

The annual SWANA Safety Awards exemplify the solid waste industry’s profound commitment to improving employee safety through communication, best practices, increased company regulations, and accident review. Winners will be recognized at WASTECON^® 2020 in Dallas, Texas, December 7–10, 2020.

Advocacy Alert - COVID-19 Testing for Essential Workers

The National Safety Council has drafted a letter to leadership at the U.S. Department of Health and Human Services and the Federal Emergency Management Agency requesting that, after prioritizing the healthcare sector, that COVID-19 testing resources are directed towards U.S. employers that are engaged in essential business services. This would include the solid waste industry, as it has been deemed essential in state and territorial orders and in guidance from the Department of Homeland Security. As a member of the NSC, SWANA has been asked to sign on in support of this letter and this Alert serves as notice of SWANA’s intent to do so. With new cases in the solid waste industry being reported on a daily basis, this is an important way for us to support protecting workers, their families, and the public.

The letter is available for other organizations to sign onto as well. Commitments must be made by Monday, April 13. Unless there is significant opposition, SWANA intends to add its name to the letter. Bill requiring DHEC to promulgate drinking water MCLs for PFAS & other compounds

A bill requiring DHEC to promulgate drinking water MCLs for PFAS and other compounds was pre-filed in November 2019.

PFAS Bill to Reach House Floor this Week (Jan 6, 2020)

On January 9, the House is expected to bring legislation related to toxic chemicals to the floor and a vote on passage could happen as soon as the following day;
The bill, H.R. 535, would push the Environmental Protection Agency (EPA) to create nationwide protective measures against poly- and perfluoroalkyl substances (PFAS);
H.R. 535 passed out of the House Committee on Energy and Commerce on November 20 by a vote of 31-19;
The bill requires that within one year of enactment, the EPA Administrator shall designate all PFAS substances as hazardous under the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA);
The legislation would effectively bar the production of PFAS compounds, as well as direct EPA to drinking water standards for the chemicals;
The bill also includes language which would authorize $500 million over the next five years to help states address PFAS in drinking water, as well as $200 million over the next two years to install treatment technologies;
The overall bill incorporated legislative text from 11 additional Committee bills related to PFAS, but it is unclear whether a House-passed bill would be brought to the floor in the Senate.

RECOVER Act

National SWANA is supporting legislation to improve recycling infrastructure and expand public education and outreach in the United States. One such piece of legislation is the Realizing the Economic Opportunities and Values of Expanding Recycling (RECOVER) Act, which was introduced in the U.S. House of Representatives on November 15, 2019 as H.R. 5115.

After introduction, the RECOVER Act was referred to the Energy & Commerce (E&C) Committee for consideration. Representative Jeff Duncan sits on that committee.

The next step in the legislative process is for the E&C Committee to have hearings on the bill and vote on it. In order for that to happen, the members of the Committee need to understand why this bill is so important to their constituents. Without their support, the RECOVER Act can move no further.

The SWANA South Carolina Palmetto Chapter Board would like to sponsor three scholarships for three professionals in the solid waste industry to attend the 2020 SWANApalooza Conference to be held March 23-26, 2020 at the Westin Peachtree Plaza in Atlanta, Georgia. This event is the National Technical Conference held annually for the National SWANA organization. The Palmetto Chapter is sponsoring these scholarships to help those interested in attending take advantage of this event being in our area this year.

National Alliance Aims To Keep Solid Waste Workers Safe

SWANA, the National Waste and Recycling Association (NWRA), and the U.S. Department of Labor’s Occupational Safety and Health Administration (OSHA) have signed an Alliance agreement to provide SWANA members, NWRA members and the public with information, guidance, and access to resources to help protect the health and safety of workers in the solid waste industry.

OSHA Deputy Assistant Secretary Loren Sweatt, SWANA CEO & Executive Director David Biderman, and NWRA President & CEO Darrell Smith signed the two-year agreement on September 27, 2019 at the U.S. Department of Labor's Frances Perkins Building. They were joined by SWANA Chapter Safety Ambassadors, county and municipal safety directors, and other representatives from the waste and recycling industry and OSHA to recognize this important partnership.

“SWANA will work closely with NWRA and OSHA to provide timely and useful safety information and resources to the entire industry,” said Biderman. “It doesn’t matter whether a solid waste employee is in the public or private sector; our goal is to protect all solid waste workers. Our network of 42 state chapters in the U.S. provides a nationwide platform for distributing safety information developed under this Alliance.”

The Alliance agreement commits the associations and OSHA to collaborate in safety training and education efforts with a focus on backovers and distracted driving; slips, trips, and falls; needlestick injuries; heat and cold stress; and musculoskeletal injuries. It also provides the opportunity to include OSHA National, Regional and Area Offices in events such as WASTECON® and SWANApalooza.

This Alliance adds an important new component to SWANA’s award winning safety program, which includes SWANA’s Chapter Safety Ambassadors, Hauler Safety Outreach, Slow Down to Get Around (SDTGA), and Safety Summits. The 7th Annual Safety Summit will occur this year at WASTECON® in Phoenix, Arizona, October 21-24, and will feature Biderman discussing the new partnership along with SWANA’s other safety efforts.

SWANA Records 30 Solid Waste Worker Fatalities in 2019

Pushes to raise awareness of worker safety with support of OSHA’s Safe + Sound Week

Silver Spring, MD – August 13, 2019 – The Solid Waste Association of North America (SWANA) has identified at least 30 solid waste worker fatalities in 2019 in the United States and Canada. These tragic deaths make it clear that more work remains to be done to improve industry safety and is why SWANA is supporting national Safe + Sound Week,August 12–18, 2019.

An average of more than four worker fatalities have occurred each month this year through July 31st. Collection remains the deadliest aspect of the job, with 19 people killed. Of those deaths, 31 percent were single vehicle crashes and 26 percent were the result of a worker being struck by their own vehicle.

SWANA Announces Winners of 2019 Safety Awards

Silver Spring, MD – The Solid Waste Association of North America (SWANA) is excited to announce the 2019 SWANA Safety Award recipients chosen by the SWANA Safety Committee. These awards recognize those who have demonstrated a profound commitment to improving employee safety through communication, best practices, training, and policies. Two organizations are honored this year with the Biggest Safety Improvement Award and the Best Safety Innovation Award.

2019 Safety Award Winners

The Best Safety Innovation Award goes to the City of San Antonio, Solid Waste Management Department for fully implementing a Safety Management System (SMS) that challenged convention, created synergies, and engaged employees at all levels and functions. These efforts reduced accidents by 47 percent and injuries by 50 percent, with a lost work day rate reduction of 28 percent.

“The men and women of the City of San Antonio’s Solid Waste Management Department serve more than 358,000 households weekly and are routinely faced with high risk conditions,” says Walter Barrett, Solid Waste Manager at the City of San Antonio, Solid Waste Management Department. “Through the implementation of a Safety Management System, the department strives to mitigate and eliminate these risks and provide a safer work environment that ensures our employees go home to their families in the same condition as when they arrived at work. Their commitment to safety guided us on the journey to obtaining an ISO 45001 Safety Certification and making San Antonio the first municipality in the world to achieve this accomplishment. Our thanks to SWANA for its role in this challenge and to our entire team whose dedication and innovation propels the continual improvement in achieving a sustained reduction in accidents and injuries.”

The Biggest Safety Improvement Award goes to Lakeshore Recycling Systems (LRS) for continued success in increasing transparency and two-way communication among employees and management, reducing incidents by over 50 percent from the previous year. LRS is headquartered in Morton Grove, Illinois and serves the Chicagoland area with more than 720 full time employees.

Waste Associations Call for Performance-Based End to Closure / Post Closure

SWANA and NWRA today are jointly releasing documents recommending a major shift in the process states use to determine when closed municipal solid waste (MSW) landfills are ready to end post-closure care (PCC).

“NWRA and SWANA worked hard to develop this document together. We believe that a one-size-fits-all approach to post-closure care is too prescriptive and does not account for the differences among landfills,” said Darrell Smith, NWRA President and CEO. “A performance-based standard offers wider applicability to achieve the same environmental protection goals.”

NWRA and SWANA Reissue Guidance on Municipal Collection Contracts

SWANA Launches Hauler Safety Toolkit
Resources Developed to Provide Safety Messages Directly to Haulers

The Toolkit brings together valuable safety resources into a simple, shareable form that SWANA Chapters intend to use at Hauler Safety Outreach events. These one-day events are designed to get safety messaging directly into the hands of drivers when they bring material to landfills, transfer stations, waste-to-energy facilities, materials recovery facilities, and other sites. The Toolkit was developed by the SWANA Chapter Safety Ambassadors, safety leaders within each of the SWANA Chapters.

“The SWANA Hauler Safety Toolkit is a great resource to touch drivers, helpers, supervisors, and managers in the waste Industry, and sends a consistent safety message to all industry professionals,” said James Profitt, Assistant Manager of Operations at Montgomery County Solid Waste Services and SWANA’s Safety Ambassador for Ohio. “I plan to work with landfills, transfer stations, and MRFs in Ohio to provide a consistent message about safety along with some specific rules and regulations for each disposal site.”

SWANA Safety Ambassadors will take the lead in distributing the Toolkit during Hauler Safety Outreach days throughout the U.S. and Canada during the rest of 2018. In addition to providing safety resources, drivers and haulers will also be asked to take the SWANA Safety Pledge. This pledge commits them, in part, “to help everyone get home safe every single day” and to “consider worker, customer, and public safety in every decision.”

SWANA has discussed this outreach initiative with safety leaders at the largest solid waste companies in North America and has received overwhelming support for this effort.

"At Republic, we are excited to support SWANA’s efforts to reach haulers directly with safety resources," said Jim Olson, Senior Vice President, Safety at Republic Services. "It is the responsibility of everyone in this industry to make sure workers get home safely every day."

By designing the Toolkit and Outreach events aimed directly at haulers of all sizes, SWANA hopes to reduce the rate of injuries and fatalities for collection workers, who currently have the fifth highest occupational fatality rate in the United States.

SWANA Provides Update on Impact of China's Waste Import Restrictions on Recycling Programs

This update, the third in a series to agencies on the issue, provides an overview of the effect that the restrictions are having on the export of recyclables from the U.S. and Canada, including the increased movement of material to Southeast Asian countries and additional potential restrictions.

“The deepening impact of China’s waste import restrictions is being felt in a growing number of communities,” said David Biderman, SWANA’s Executive Director and CEO. “In addition to the ban on certain materials and the new stringent contamination standard, China temporarily halted pre-shipment inspections in May. Combined with new limitations by other Asian countries receiving more recyclables from the U.S., the result has been lower prices and continued uncertainty about the long-term sustainability of recycling programs. SWANA feels it is important to continue to update key stakeholders on this evolving situation.”

SWANA has taken numerous steps to respond to the disruption caused by China’s waste import restrictions. These include the establishment of a Recycling Task Force consisting of industry and municipal leaders, advocacy on Capitol Hill for recycling-related funding in the Infrastructure bill, consulting with associations and other organizations that support recycling, and developing a China Waste Import Restrictions webpage of resources.

Update - SC Bill to Amend the Solid Waste Act

Bill 4644 was introduced to the SC Legislation on January 23, 2018 to amend the SC Solid Waste Policy and Management Act, Section 44-96-10.

On April 26, 2018, the bill was approved by the Senate and enrolled for ratification. Next step is the Governor’s signature.

Bill 4644 was introduced to the SC Legislation on January 23, 2018 to amend the SC Solid Waste Policy and Management Act, Section 44-96-10. Proposed changes include:

creation of a fund to handle emergencies at solid waste facilities,
limits on facilities requiring a demonstration of need,
changes in zoning requirements, and
requirements for facilities recycling construction and demolition debris.

Chinese Government Finalizes Waste Import Restriction

China’s Ministry of Environmental Protection (MEP) today finalized a quality standard of 0.5 percent for certain imported recyclables, failing to properly consider the negative effects on global recycling efforts.

“SWANA is disappointed the Chinese government did not modify its waste import restrictions in response to the serious concerns raised by North American, European, and Asian governmental authorities and associations,” said David Biderman, the Solid Waste Association of North America’s (SWANA) Executive Director and CEO. “We support the MEP’s efforts to improve the environment in China, but these extraordinary restrictions are already adversely impacting recycling programs throughout North America.”

SWANA continues to monitor the impacts of the restrictions, which have already been felt across North America. Biderman noted: “recyclables are going to landfills in Oregon, to waste-to-energy facilities in Massachusetts, and being stored in warehouses and parking lots in the U.S. and Canada.”

Many American and Canadian companies and local governments have made substantial changes to their operations in response to the restrictions and the sharp decrease in import licenses issued by Beijing in late 2017 and 2018. Now that the quality standard has been finalized, North American recycling operations must prepare for March 1, 2018, when the contamination standard officially takes effect.

SWANA urges state and local governments to work closely with the private sector and other stakeholders to educate consumers about the need for recyclables to be free from contamination, and encourage operational changes that result in cleaner materials.

SWANA submitted comments to the World Trade Organization in August 2017 and December 2017, asking the Chinese government to delay implementation of its waste import restrictions, seeking clarification on the standards, and offering technical assistance on waste and recycling-related matters.

SWANA Announces New Zero Waste Principles and Practices Course Certification

The Solid Waste Association of North America (SWANA) and the California Resource Recovery Association (CRRA) announce the launch of their new Zero Waste Principles & Practices certification course, developed by the two organizations along with Kessler Consulting (KCI) over the past two years.

This course will promote the integration of zero waste principles into existing management systems, practices, and policies, in order to move local systems toward developing and achieving community-specific Zero Waste goals.

“The partnership between SWANA and CRRA reflects our commitment to managing resources and understanding that there are better ways to address resource management than disposal,” said Sara Bixby, SWANA’s Deputy Executive Director. “Our current recycling, composting, and education programs must be part of our future Zero Waste systems; the challenge is to rethink existing programs in the context of Zero Waste and to add elements that move us further toward these goals.”

The Zero Waste Principles & Practices certification course will benefit municipal recycling and solid waste professionals, private and public sector policy makers, and sustainability advocates who are looking to write a Zero Waste plan or learn more about components to incorporate in their current program.

“Early on, CRRA's Board recognized the importance of bringing a structured educational program to the non-profit, public, and private sector engaged in developing and bringing zero waste plans to reality,” said Rob Hilton, CRRA’s President. “CRRA's early certification program was successful in training hundreds of professionals, many of whom are now in Zero Waste careers. This partnership with SWANA allows us to reach and learn from thousands of our colleagues and industry partners across North America, and it is my sincere hope that this sharing and learning evolves the concepts of Zero Waste from a movement to an established industry."

The Zero Waste Principles & Practices certification course contains 10 modules covering areas of public policy, programs, technology, and measurement, with lessons that include collection options, managing organics, contracts, and financing.

“Kessler Consulting was honored to have been selected to prepare the Zero Waste Principles & Practices certification course,” said Mitch Kessler, President of Kessler Consulting. “The collaborative effort among CRRA, SWANA and the KCI project team reflects a wide array of interests, expertise and passion for this topic and that carries through in the materials.“

The course will premiere at CRRA’s 41st Annual Conference and Tradeshow in San Diego, California from August 16-23, 2017, and is available as part of SWANA’s industry-renowned Certification Program through Training@Work, Training@HQ, and Chapter Partnering programs.

SWANA Submits Comments Expressing Concerns to World Trade Organization on China Waste Ban

The Solid Waste Association of North America (SWANA) has submitted comments to the World Trade Organization in response to the July 18, 2017 notification from China on their intent to ban certain waste imports.

SWANA’s comments explain what effect the proposed ban on certain categories of recyclables could have on municipal recycling in the United States and Canada, requests further clarification on the terms of the ban, and offers technical assistance to the Chinese government on waste and recycling-related matters.

“China’s proposed import ban is a very important issue for SWANA members in the United States and Canada, and is a critical one for many of the communities they serve,” said David Biderman, SWANA Executive Director & CEO. “We need to work with the Chinese government to develop a practical timeline for the proposed ban, while improving bale quality for material exported to China and other foreign markets.”

SWANA lays out challenges the United States will likely face in adapting to the ban, discusses recycling on the state and local levels, and the lack of domestic recycling infrastructure to process material currently being exported.

“Because single stream recycling has become the prominent method of recycling in North America it is imperative that the quality of the sorted recycled materials be as high as possible to avoid loads being rejected,” said Rich Allen, President of SWANA. “Many Material Recovery Facilities are looking to upgrade their sorting systems to improve the quality of their bales along with better educating their residents on what can and more importantly cannot be recycled. The actual impacts on the Chinese Waste Ban are still being interpreted, but SWANA is keeping close tabs on the implications for our members and the industry.”

SWANA supports the concerns previously filed by the International Scrap Recycling Institute (ISRI) and Waste Management, and suggests a clearly defined five year transition period for the ban in order to allow time for customers and suppliers in the United States and the global marketplace to adapt to the policy change.

“We appreciate SWANA joining with ISRI and others to raise concerns about China’s import restrictions,” said Robin Weiner, CEO of ISRI. “We look forward to working with SWANA to support the Chinese government’s environmental protection goals.”

Programs also must exhibit that they are fiscally and environmentally responsible through their compliance with all applicable federal, state and local regulations.

This year’s awards honor programs and facilities in 13 different categories spanning many facets of the municipal solid waste industry. Award winners represent the most innovative and dynamic organizations throughout North America as judged by their peers, and SWANA is proud to recognize their accomplishments.

SWANA and ASTSWMO to Collaborate on Recycling, Food Waste, and Education

Silver Spring, MD – The Solid Waste Association of North America (SWANA) and the Association of State and Territorial Solid Waste Management Officials (ASTSWMO) have signed a memorandum of understanding (MOU) that outlines their intent to conduct various collaborative efforts on topics of mutual interest.

SWANA and ASTSWMO will initially focus on recycling, food waste, and education, and intend to develop strategies that provide reciprocal awareness of each association within the other association’s membership.

“SWANA is pleased to enter into this collaborative arrangement with ASTSWMO, which will strengthen both associations,” said David Biderman, SWANA’s Executive Director and CEO. “By combining SWANA’s strength at the local level with ASTSWMO’s members at the state and territorial levels, we can more effectively work to serve our members with education and information on a variety of issues, with an initial focus on recycling and food waste.”

SWANA Publishes New Tips for Safety at MRFs

"Five to Stay Alive" Safety Resources are growing with SWANA's Safety Program

Silver Spring, MD – Supporting the Solid Waste Association of North America's (SWANA) goal of promoting safety within the solid waste industry, SWANA has developed a new installment to its “Five to Stay Alive” series that features safety tips for Material Recovery Facility (MRF) employees.

The number of MRF worker fatalities increased over the previous year, and the multitude of injury hazards at recycling facilities remain high. The complex and fast-paced environment of a modern MRF requires well-trained and educated employees and employers.

The “Five to Stay Alive” safety campaign includes flyers and posters that provide a useful set of guidelines for employees to follow in order to reduce accidents and injuries on the job.

“The safety performance of the waste industry is not acceptable, and at least two MRF workers were killed earlier this year” stated David Biderman, SWANA’s Executive Director and CEO. “With volatile commodity prices, we urge companies and local governments to not reduce their focus on worker safety. SWANA will continue to provide useful safety resources and training to public and private sector employers and employees in both the United States and Canada. Nothing we do is more important.”

SWANA encourages waste industry professionals to use this tool, in addition to its other safety resources, to continue efforts in creating a positive workplace safety culture, in order to move the solid-waste industry off of the federal government’s list of most dangerous jobs.

“Our industry is relying more and more on MRFs to remove materials from the waste stream, which makes this new “Five to Stay Alive” installment particularly relevant,” said Tom Parker, SWANA’s Safety Committee Chair. “It is imperative that we work safely every minute of every day, and integrating these five basic principles at MRFs can help us achieve this goal.”

“Five to Stay Alive” resources are available for download on the SWANA website for easy sharing in promoting safety to colleagues and other industry professionals. The Spanish version will be available in June.

SWANA is pleased to announce that it now offers free membership for full-time undergraduate and graduate college students as a means to grow the future of the solid waste and recycling industry. Beginning in 2017, eligible students now have a no-cost opportunity to engage with a network of more than 8,500 professionals to learn more about the solid waste and recycling industry, to interact with potential employers, and to connect with peers who have similar study and career interests. “By providing college students free membership in SWANA, they will have a transparent view of the industry they are studying and may, one day, pursue a career in,” stated Darryl Walter, SWANA’s Director of Membership.“

The free student membership is hopefully the first step in the SWANA membership progression, which is followed by the Young Professional Membership level. SC Solid Waste Act Work Group Update

The South Carolina Solid Waste Management Act (Act) work group that was formed in August 2016 is continuing to review and propose edits to the Act.

The Act has not been revised substantially since it became effective in 1991, despite the evolution of industry standards and practices, and other factors that impact the program.

The work group anticipates having a final draft by the end of November 2016.

The Environmental Research & Education Foundation (EREF) and the Solid Waste Association of North America (SWANA) have signed a memorandum of understanding (MOU) that outlines the intent to conduct various collaborative efforts, including: data aggregation and similar applied research efforts of mutual interest, joint fundraising activities to fund research efforts, increased collaboration regarding industry education and enhancing the awareness of both organizations. The MOU will enable EREF and SWANA’s Applied Research Foundation (ARF) to support and complement each other’s efforts, with ARF focusing on applied research and its application to today’s solid waste management issues and EREF’s focus on more basic research conducted by some of the nation’s top universities.

Work Group formed for Revisions to the SC Solid Waste Management Act

The South Carolina Solid Waste Management Act has not been revised substantially since it became effective in 1991, despite the evolution of industry standards and practices, and other factors that impact the program. The SCDHEC solid waste program has identified several areas of the Act that should be considered for update or revision.

The areas for review include, but are not limited to:

discrepancies regarding landfill classes since the consolidated landfill regulation became effective;
the speculative accumulation of solid waste, resulting in unpermitted landfills;
the abandonment of solid waste sites;
local zoning determinations; and
a statutory requirement that all solid waste facilities, including facilities such as Class I landfills and transfer stations, secure demonstration-of-need determinations.

SCDHEC is initiating a short-term stakeholder group to discuss potential changes. The initial meeting was held on August 18, to introduce the initiative, and to solicit membership for a stakeholder workgroup. The workgroup will meet occasionally over a period of 30 to 60 days, to refine and finalize proposed changes.

NSPS Update

On July 15, 2016, EPA announced final updates to its New Source Performance Standards (NSPS) to reduce emissions of methane-rich landfill gas from new, modified and reconstructed municipal solid waste (MSW) landfills. In a separate action, EPA also issued guidelines for reducing emissions from existing MSW landfills. Both actions are part of the President’s Climate Action Plan – Strategy to Reduce Methane Emissions.

2016 Safety Stand Down and Safety Matters Webpage

As part of our commitment to safety, SWANA wholly supports the 2016 NWRA Safety Stand Down, an initiative of the National Waste & Recycling Association. We hope that you will pass along this information to your chapter members and post on your chapter website to help advance awareness about this important initiative.

This week-long training and awareness effort is focused around reducing accidents, fatalities and injuries related to truck backing incidents which represents a common challenge for the industry.

The Safety Stand-Down on vehicle backing runs the week of January 25 – 29, 2016. We are asking our chapters to join SWANA’s commitment, in conjunction with NWRA and other leaders within the solid waste community, toward significantly improving safety for the waste and recycling industry by taking part in this effort.

Participation in the stand down means that one’s organization and/or chapter has joined with waste and recycling companies across the country to commit to:

1. Conducting a risk assessment at job sites and review safety policies and procedures for backing.

2. Review company policies, procedures, consider enhancements, and then training employees on any changes.

3. Posting Stand Down materials to the company website, in employee meeting rooms and on social media sites.

4. Register to pledge to take part in the week-long Stand Down for safety. Participants receive a toolkit of resources for the Stand Down campaign upon registration.

EPA is Revising the NSPS Rule for Landfills

SWANA is working on industry comments as we speak. They will be joint comments from SWANA and National Waste & Recycling Association. They are due October 26. You are welcome to send and/or use this draft yourself.

There are two choices.

Use the draft comments to craft your own and in doing so, you are welcome to use whatever you want and even plagiarize.
Review the draft comments and prepare a concurrence letter or letter of support for the industry comments;.

The more the merrier in terms of entities supporting industry comments. The final industry comments will likely be down to the wire and it will be too late for entities to wait to see those before they do anything.

A new bill was introduced in the SC Senate on June 4, 2015 that amends the Solid Waste Policy & Management Act to include a new section that would require high rises and multi-family buildings constructed after Jan 1, 2017 to include recycling infrastructure along with the waste disposal infrastructure. EPA Extends Comment Period for GHG

The U.S. Environmental Protection agency extended the comment deadline on its proposed greenhouse gas rule for existing power plants by 45 days to December 1. The extension comes in response to requests from several lawmakers who said more time is needed to deal with the complex proposed rule, which sets individual carbon dioxide reduction goals for each state. The agency originally proposed a 120-day comment period in recognition of the complexity and broad range of issues at play. The agency is adding 45 days “to get the best possible advice and data to inform the final rule,” according to EPA.

SC Regulation 61-107.4 Solid Waste Management: Compost and Mulch Production from Land-Clearing Debris, Yard Trimmings, and Organic Residuals requires that within 18 months of the effective date of this regulation (i.e. December 2015), all permitted Type Two and Type Three facilities are required to have one or more employees with compost manager certification. Operators who achieve and maintain compost manager certification by the Nationally Recognized Solid Waste Association of North America (SWANA) certification program shall also be deemed certified by SCDHEC.

This SCDHEC certified and nationally recognized certification in Managing Composting Programs is being held at the Holiday Inn at Surfside Beach and at the Horry County Solid Waste Authority Facility!

So plan to sign up now for the SC SWANA’s Compost Training being held October 20-24 in Surfside Beach, SC.

Eric Rekitt is the Solid Waste Disposal/Landfill Supervisor for York County, SC. The purpose of the YP Program is to motivate other young professionals to become active members of SWANA, in addition to offering fresh ideas and a new perspective to SWANA’s members. The YP program is an initiative developed by National SWANA to get young professionals excited and interested in the solid waste industry. Eric will work with other YP Representatives from SWANA Chapters across the country.

Like most of us, we didn't pursue a career in the solid waste industry. Our path just led us to it.
